Description
With general direction from the Chief Judge, the Court Administrator is responsible for managing and coordinating all administrative and non-judicial functions of the court, including but not limited to overseeing fiscal management, personnel and labor management, program planning and facilities management.
An employee in this position may be required to perform any or all of the following functions. These examples are not all-inclusive but provide a general outline of the duties and responsibilities. Essential Functions:
- Court Fiscal Management, Budgetary & Financial Analysis, Grant and Revenue Sourcing: responsible for research, analysis, recommendations and preparation of detailed financial reports to optimize resources allocation; responsible for review and approval of expenditures in alignment with the court’s budget and policies; responsible for identification, application and management of monetary grants for court operations. Oversight of associated financial reporting and compliance.
- Personnel and Benefits Management, Employee and Labor Relations: management of court staff timesheets, payroll, leave and benefit administration, and policy adherence; in collaboration with legal team, engage in negotiations with employee unions, draft, review, implement and administer collective bargaining agreements in compliance with labor laws and court policies.
- Building Management: oversees budgeting, procurement, inventory, management and maintenance of office supplies and equipment to operate efficiently. Responsible for negotiation and oversight of negotiation and administration of all vendor contracts of the court in accordance with court policies and procedure.
- Supervision: oversees management of the Court Personnel Administrator and IT Administrator; providing support and direction in alignment with court operations.
- Clerk of the District Court and Monitoring and Analyzing Trial Court Performance Measures: tracks, analyzes and provides reporting and recommendations on trial court operations, trends, areas of improvement and success.
- Board Facilitation/Liaison Role: coordinates, prepares and distributes all board meeting materials to relevant stakeholders. Manages logistics of board meetings; acts as the primary point of contact between the court and external entities. Coordinates communication to facilitate collaboration for smooth court operations.
- Americans with Disabilities (ADA) Coordinator: ensures court facilities and services comply with ADA regulations; coordinates appropriate accommodations in court proceedings;
Requirements
Experience: Candidates must have strong administration skills, including fiscal management, budget preparation and administration; supervisory experience; general office experience, including communication with the public, internal staff and external partners; labor and employee relations experience, including administration of union collective bargaining agreement.
Employment Qualifications:
- Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration, Public Safety Administration, Criminal Justice, Psychology, or a related field.
- Experience may be substituted for degree requirements.
- A minimum of five years of administrative experience.
- A minimum of three years of supervisory experience.
- Preference for experience in a trial court, knowledge of court procedures, statutes and court rules.
- Required licenses or certifications must be obtained by the successful candidate in a timely manner.
- Including qualifications to be a LEIN (Criminal justice Information System/Law Enforcement Information Network) operator.
Physical Requirements: The work takes place in a typical office environment with a generally quiet to moderately noisy atmosphere. In this role, the employee regularly communicates in person and by phone, reads various print sizes, prepares written and electronic documents, and performs repetitive keyboard tasks. Mobility within the office is required, including standing, sitting, stooping, kneeling, and reaching. May involve sitting for long periods of time. The
employee may need to lift or push/pull objects up to 15 lbs.
