JOB SUMMARY
This position is located in the District of Columbia Government, Department of Buildings (DOB), with primary responsibility in the Office of Construction and Building Standards. The mission of the DOB is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement. DOB is a national model of customer service and value creation; a catalyst for responsible economic development, social diversity, and environmental sustainability, and are essential to a thriving and resilient city. The incumbent serves as Program Analyst for the District’s Construction Code Development program, supporting the review and analysis of proposed updates to the D.C. Building Construction Codes. Responsibilities include conducting research, coordinating with stakeholders, preparing analytical reports, and providing technical assistant to enhance code administration and overall program performance.

DUTIES AND RESPONSIBILITIES
Incumbent provides technical assistance in the design, development, and implementation of improved program designs and operations. Reviews and analyzes planning and operation activities of major program areas administered by the department.
Performs special research assignments and independently design and implements work methods based on analysis of goals, objectives, special instructions, and priorities of the program. Incumbent handles complaints and/or problems of a complex nature and resolves difficult factual questions concerning DOB that require the application of nonspecific or vague precedent, methodologies or techniques impacting on the laws and regulations. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirement and prepares programmatic reports, justifications, charts, graphs, statistical, and narrative data, etc., for top-level presentations and briefing.
QUALIFICATIONS AND EDUCATION
Specialized experience is work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
