- Water Treatment Plant Supervisor
Description
This is a supervisory position responsible for directing, monitoring, and controlling the operation and maintenance of a Lime-Soda cold process water softening treatment plant, elevated tanks, booster stations, and raw water source wells. This employee coordinates all treatment plant processes and activities to comply with the rules and regulations of the State and Federal EPA agencies. The position is responsible for maintaining a water quality that is bacterially safe, non-corrosive, non turbid, and that is aesthetically pleasing. This position is responsible for supervising staff on all shifts, which span twenty-four hours per day, three hundred sixty-five days per year. The shared goals of the division are to ensure a high quality, uninterrupted water supply for customer use and for fire protection for the Town of Normal. The Treatment Plant Supervisor reports to the Director of Water.
This is a full time, overtime exempt position. The starting salary is currently $76,712 to $92,505 DOQ; full salary range for this position is $76,712 to $121,996.
Duties/Essential Job Functions
Performs all supervisory functions for treatment plant employees, including selecting personnel, providing training, and reviewing employee performance.
Supervises the Plant process operations and schedules Plant Operator shifts for a 24 hours per day, 7 days per week water supply system in accordance with all Federal, State, and Local Regulations.*
Supervises, schedules and tracks predictive and preventative maintenance activities in addition to corrective maintenance activities to ensure plant, booster station, and water supply reliability.
Oversees safety related to all treatment plant maintenance and operations, as well as chemical handling and storage.
Maintains current knowledge of proposed regulatory changes and how they may affect operations.
Orders and maintains an adequate inventory of treatment chemicals, spare parts, and material for critical machinery.
Prepares and submits detailed reports to the Director of Water regarding changes in plant operations or water quality.
Oversees and ensures the maintenance and cleanliness of the Treatment facilities, booster stations, wells, elevated tanks and their surroundings.
Conducts public tours of the Treatment facilities and provides public information regarding the water system.
Plans for the short- and long-term objectives of the division, and prepares and administers the division budget. Controls the expenditures of division appropriations.
Performs other duties as assigned.
Required Knowledge, Skill and Abilities
Thorough knowledge of the chemical, physical, and mechanical parameters necessary for the successful operation of a lime-soda softening treatment plant, wells, booster stations and storage tanks.
Must possess a working knowledge of hydraulic, electrical, and mechanical principles; have a fundamental understanding of telemetering and other supervisory control systems; and be capable of recognizing and interpreting data emanating from instruments and controls used in operating a treatment plant.
Considerable knowledge of the materials, methods, and techniques commonly used in treatment plant, well, booster station and storage tank maintenance activities.
Must be capable of compiling and editing plant records, interpreting trends, preparing operating reports and determining the proper resulting action to be taken when necessary.
Ability to plan short- and long-term goals of the division, and to organize, coordinate and direct the activities of skilled personnel.
Demonstrated skill in supervision of operations and personnel to achieve the maximum in efficiency, economy, and quality while maintaining reliability.
Demonstrated communication skills, both verbal and written, and demonstrated ability to understand and follow oral and written instructions.
Ability to obtain and retain a valid Illinois driver's license.
Ability to develop a five year budget and to administer the budget within established Town guidelines.
Ability to establish and maintain positive and effective working relationships with superiors and peer supervisors within the department and the Town, and to promote a positive image of the Department to the public.
Ability to keep and file records.
Skill and understanding in the use of computers.
Requirements
Graduation from accredited high school supplemented by extensive AWWA and EPA short courses and seminars dealing with water supply and treatment. College degree desirable. A minimum of two years experience operating a Lime-Soda softening plant is required, or supervisory experience and training that provides the equivalent experience applicable to supervise a lime softening water treatment facility. Must possess, or obtain within 2 years, a current State of Illinois Class "A" Water Supply Operator certificate of competency, and must retain a valid Illinois driver's license.
