The Hugo Wall School of Public Affairs at Wichita State University has established a national reputation in public finance. The ranking of the Hugo Wall School MPA in U.S. News and World Report has been in the top 20. Two Regents professors have been recognized by ABFM (Association for Budgeting & Financial Management) for lifetime scholarly achievement (Aaron Wildavsky Award). With this reputation and a prestigious opportunity in public finance, we are seeking an exceptional scholar and teacher to be our next Regents Distinguished Professor of Public Finance. About the MPA at Wichita State

The Regents Professor is a member of the faculty of the Hugo Wall School of Public Affairs. The MPA program has grown to more than 80 graduate students. There is no undergraduate public administration degree at Wichita State. The graduate degree program is the first and only MPA in the State that can be earned entirely online. The MPA degree is accredited by NASPAA. Public finance is well-represented in the MPA curriculum. Hugo Wall graduates go on to become budget analysts, finance directors and city managers. The program includes graduate certificates in public finance, city/county management, nonprofit management and economic development.

Seventy-five percent of the students enrolled in the MPA are working full-time. Many work in local government. A growing cohort work in state government. Students pursuing an MPA degree also work in nonprofit organizations. Long-standing relationships with government and nonprofits afford many exceptional opportunities for applied learning and applied research. Faculty and staff adopt a student-centered approach. One in four students in the MPA is a first-generation college student. One in five is a person of diversity.

About Wichita State University

Wichita State University (WSU) has a diverse student body of approximately 15,000 including more than 3,000 graduate students. A municipal university established in 1926, serving the community has been an important part of WSU’s mission since it began. In 1964, WSU joined the Kansas Board of Regents (KBOR). It is one of three public research universities in the State. When WSU joined KBOR, residents voted to dedicate a portion of the property tax to be used for applied research and professional education that improves government. For the past 50 years, Hugo Wall School faculty and MPA students have worked closely with local government.

Wichita is an economically, racially and ethnically diverse community. The Wichita Metropolitan Statistical Area has a population of 640,000. The region is an ideal place to engage in applied research and prepare students to advance in public service. The Hugo Wall School of Public Affairs has a long history of community partnership. Faculty work closely with local government and local nonprofit organizations.

Wichita is home to major manufacturers including aviation (Spirit and Airbus), technology (Deloitte and NetApp) and healthcare. The City of Wichita, the Greater Wichita Partnership along with Wichita State University have made substantial investments in building the regional economy. Requirements

Position requirements

The Regents Professor should have a well-established record of teaching, research, publication and service. Evidence of effective course delivery and a student-centered approach are required. Candidates should have experience incorporating opportunities for hands-on learning that build analytic skills. There should be evidence of approaches that engage students in practical application of decision tools that appropriately address real-world problems. 

The Regents Professor will assume the position having established a record of research and publication recognized in the field. There should be evidence of collaborative engagement with government and practitioners. A collaborative approach may include work with faculty from different disciplines.

Work of the Regents Professor will contribute to a better understanding of approaches to public finance that will enhance economic growth in the region and in the state. This is a strategic priority of Wichita State University and of the Kansas Board of Regents.

Seven or eight years of teaching experience including evidence of effective online course delivery is preferred. Evidence of applied research used to make decisions in local government is preferred. Evidence of having secured grant support for research is preferred.
