- CONSTRUCTION PROCUREMENT SPECIALIST
Description
Job Summary
Manages and executes procurement activities related to construction projects, capital improvements, and associated professional services. Ensures compliance with applicable laws, policies, and procedures while supporting departments in acquiring qualified contractors, vendors, and consultants. Serves as a subject matter expert in construction procurement, overseeing the solicitation process from development through contract approval and administration.
Responsibilities
Develop, issue, and manage Invitations to Bid (ITB), Requests for Proposals (RFP), and Requests for Qualifications (RFQ).
Coordinate pre-bid/proposal meetings, respond to vendor inquiries, and issue addenda.
Ensure solicitations clearly define project scope, bonding, insurance, and legal requirements.
Draft, review, and manage contracts, amendments, work authorizations, and change orders.
Review contractor documentation including insurance certificates, bonds, and compliance records.
Collaborate with departments to align procurement activities with project schedules and budgets.
Provide procurement timelines, updates, and status reports to stakeholders and leadership.
Facilitate evaluation processes, vendor selection, and debriefings.
Ensure compliance with procurement laws, policies, and competitive bidding requirements.
Apply requirements for bid bonds, performance bonds, and payment bonds.
Maintain and improve procurement templates, policies, and procedures.
Promote transparency, fairness, and open competition in all procurement activities.
Educate vendors on procurement requirements and encourage participation.
Serve as a resource for procurement procedures, contract compliance, and best practices.
Assist in resolving contract issues, discrepancies, and approval processes.
Monitor procurement schedules and ensure effective contract administration.
Provide post-award contract support and advisory services.
Prepare reports on procurement activities, metrics, and sourcing plans.
Support departmental goals, purchasing schedules, and policy implementation.
Participate in professional development activities, including conferences and certifications.
Perform additional duties and special projects as assigned.
Requirements
Qualifications
Bachelor’s degree in Business Administration, Public Administration, Construction Management, or a related field.
Minimum three (3) years of procurement experience, including at least two (2) years in construction or capital projects, or equivalent combination of education and experience.
Valid driver’s license may be required.
Preferred Certifications:
Certified Professional Public Buyer (CPPB)
Certified Professional Contracts Manager (CPCM)
Certified Construction Contract Administrator (CCCA)
Certified Construction Manager (CCM)
Knowledge, Skills, and Abilities
Strong knowledge of construction procurement practices, contract law, and competitive bidding regulations.
Familiarity with project delivery methods (Design-Bid-Build, Design-Build, CMAR).
Ability to interpret construction drawings, specifications, and technical scopes.
Strong analytical, negotiation, and problem-solving skills.
Excellent written and verbal communication skills.
High attention to detail and ability to manage multiple projects simultaneously.
Knowledge of public procurement principles, policies, and applicable regulations.
Proficiency in Microsoft Office and procurement-related systems.
Ability to build relationships with internal departments and external vendors.
Skilled in contract negotiation, administration, and compliance monitoring.
Ability to analyze data, prepare reports, and apply critical thinking.
Strong organizational and time management skills.
Ability to work independently and under pressure.
Ability to maintain professionalism and composure in high-stress situations.
Physical Requirements
Extended periods of sitting and working at a computer.
Frequent standing, walking, bending, kneeling, and reaching.
Ability to lift and carry up to 10 lbs.
Occasional pushing and pulling activities.
